The law of the Second authority was amended in March 2000, enabling the establishment of an additional commercial channel in Israel – Channel 10. On 28.1.02 the Channel began broadcasting with programs produced by the franchisee "Israel 10", operated 7 days a week due to a delay in the organization of the second franchisee "Eden Productions". On 1.7.02 the Council of the Second Authority approved the merger between these two groups. On April 2003 the channel was subject to freeze processes due to economic difficulties and revenues that did not meet expectations. Therefore the Law of the Second Authority was amended again, in order to preserve the channel on air. The channel’s obligations in terms of content and investment were lowered and its liabilities for the first two years of broadcasting were erased. In spite of the numerous problems faced by the channel, its owners made ongoing attempts to stabilize it and eventually led channel 10 to its current place among the leading Israeli channels. Quality and unique original productions were offered, together with qualitative foreign programs. The Channel’s freeze processes ended on 14.3.04 following the formulation of a debtor agreement and the entry of new investors. These steps create expectation within the industry for the success of the channel.
